Defense Sector Sees Budget Increase and Higher Salaries for Military Personnel in 2026
The 2026 draft budget reflects the government’s priorities of improving citizens’ well-being, strengthening public finances, and promoting sustainable economic development as part of Albania’s ongoing alignment with the European Union. A key pillar of the document is the new wage policy, which aims to promote dignity in the workplace and align salaries with regional standards.
The defense sector has seen a significant increase in funding. For 2026, defense expenditures are projected to reach 2.12% of gross domestic product (GDP), which is part of Albania’s commitment to meeting NATO’s goal of reaching 3.5% of GDP by 2035. Compared to 2025, funding for this sector will increase by approximately 10.2 billion leks.
Salary increases will cover all categories of military personnel. A fourth-rank soldier will earn 82,513 ALL per month (up from 80,500 ALL); a sergeant, 84,563 ALL (up from 82,500 ALL); and a chief sergeant, 98,400 ALL (up from 96,000 ALL). For officers, a major will earn 121,463 ALL (up from 118,500 ALL); a lieutenant colonel, 142,988 ALL (up from 139,500); a colonel, 167,588 ALL (up from 163,500); and a brigadier general, 194,750 ALL (up from 190,000). A Lieutenant General’s monthly salary will be 240,875 ALL, compared to the current salary of 235,000 ALL.
In addition to the base salary increase, supplements are planned for working conditions and meal allowances for all service members.
The Minister of Defense, Pirro Vengu, emphasized that the salary increase aims to improve living conditions and motivation among the military. He described it as recognition of their vital role in national security and international missions.
