Justice Minister Toni Gogu Announces Juvenile Institute to Be Operational by March 2027

Today, Minister of Justice Toni Gogu announced at the 15th United Nations Congress on Crime Prevention and Criminal Justice in Abu Dhabi that the Institute for the Education and Rehabilitation of Juveniles will be fully operational by the first quarter of 2027.
Gogu initiated his speech with a personal anecdote from Krujë, which recounted the story of a 17-year-old who had violated the law. During his sentence, he was provided with assistance through a novel reintegration program, which allowed him to complete his education and vocational training. He is currently self-sufficient and employed.
“Crime prevention does not conclude with the commission of a crime.” Gogu stated, “Occasionally, that is precisely the point at which prevention commences.”
The minister emphasized that illicit networks are not bound by national boundaries. He believes that the response should be founded on three pillars: the confiscation of illicit assets, international cooperation, and the establishment of robust institutions. Additionally, he observed that Albania had ratified the United Nations Convention Against Cybercrime two days prior.
“Human judgment should be facilitated by technology.” “It should never serve as a substitute,” Gogu declared.
Education, rehabilitation, and reintegration will be the primary objectives of the new institute, which will prioritize the child. The minister concluded, “A criminal offense committed at the outset of an individual’s life should not dictate the course of their life.”
