Minister Hoxha Unveils Diaspora Atlas and Registration Platform to Drive Active Participation in Development
Albania aims to adopt a more structured, results-oriented approach to its relations with the diaspora by creating an “atlas” of activities and a platform for voluntary registration of Albanians living abroad. These initiatives were presented by the Minister for Europe and Foreign Affairs, Ferit Hoxha, during the 4th Diaspora Summit as part of the National Diaspora Strategy 2026–2030.
During the panel discussion, “The Way Forward — From Communication to Interaction,” Minister Hoxha stated that the absence of a comprehensive overview of diaspora activities remains one of the primary challenges. The atlas will help identify the contributions and engagements of Albanian communities in different countries while establishing a clearer basis for institutional cooperation and networking.
Work is also underway on a voluntary registration platform aimed at identifying where Albanians are located abroad, what sectors they work in, and how they can contribute to Albania’s economic and social development.
Hoxha emphasized that the new approach does not seek the physical return of emigrants but rather their inclusion as active participants in the country’s development through collaboration with institutions. He emphasized that the diaspora should be viewed as an extension of Albania with significant economic, cultural, and diplomatic potential.
The new diaspora strategy, which is still in development, includes measurable actions and a clear plan of action closely linked to the process of integration into the European Union. The strategy aims to strengthen institutional coordination, ensure voting rights and representation, and support national identity through language and culture.
Minister Hoxha also emphasized that incorporating diaspora-related issues into the Ministry of Europe and Foreign Affairs is intended to improve coordination and the effectiveness of policies, giving the diaspora a more direct role in the country’s development and alignment with European standards.
