Minister Karakaçi Announces Approval of New Energy Sector Law as Solar Power Surpasses 10% of Domestic Electricity Production

Enea Karakaçi, the Minister of Infrastructure and Energy, announced the ratification of a new draft law regulating the electricity sector following the Cabinet meeting. This initiative is intended to modernize the legal framework and further align it with European Union legislation.
The minister stated that Albania’s energy sector was significantly transformed by the current law, which was implemented in 2015. Nevertheless, the energy market has faced a number of emerging challenges in recent years, necessitating the introduction of a new law that completely aligns the sector with the EU legal framework.
The draft law, among other provisions, establishes regulations for energy storage by consumers and businesses and establishes a new framework for energy market developments in accordance with the sector’s ongoing transformation. Minister Karakaçi observed that photovoltaic energy now comprises over 10% of Albania’s domestic electricity production, and renewable energy sources are becoming increasingly significant in the nation’s energy supply.
The minister emphasized that the proposed law also supports Albania’s European integration process and the implementation of the objectives outlined in the Growth Plan, thereby fulfilling the country’s obligations in these areas and establishing the necessary conditions for access to financial support from the European Union.
The Cabinet also authorized the construction of a new 96-megawatt photovoltaic power facility, which is anticipated to contribute to the continued expansion of electricity generation from renewable sources.
Minister Karakaçi declared that Albania is entering a new transformative phase in the energy sector, with photovoltaic energy playing an increasingly significant role in the generation of domestic electricity. He believes that the country’s electricity supply security is being fortified by the development of new renewable energy sources.
