Minister Kumbaro at the Education Committee on Reform in Educational Services and the Creation of the National Agency for Educational Services
Minister of Education Mirela Kumbaro presented the draft law “On the Establishment of the National Agency for Educational Services” to the Parliamentary Committee on Education, Science, and Sports. The reform aims to modernize service delivery and improve citizens’ access to pre-university and higher education.
The draft law proposes transforming the Educational Services Center into an autonomous agency to enhance the quality, efficiency, and transparency of services. Currently, the institution processes approximately 158,000 services annually, including procedures that directly impact employment and continued studies. These procedures include the recognition of international diplomas, which have been provided under limited technological and logistical conditions until now.
The reform is supported by international expertise through a partnership with Cambridge. The goal is to build a more reliable, transparent, and standards-aligned assessment system that aligns with contemporary educational practices.
According to the minister, adopting the draft law fulfills all the benchmarks of Chapter 26 on education within the European integration process. This positions the chapter as one of the first to close in negotiations with the European Union.
The draft law stipulates that the new structure will not affect the autonomy of higher education institutions, as outlined in Article 57 of the Constitution. The agency will be overseen by the ministry responsible for education and will be required to report annually on its activities. A board chaired by the Minister will carry out governance, and key financial decisions will be subject to approval by the Council of Ministers.
