Minister Toni Gogu Says Justice Reform Must Deliver Tangible Results for Citizens, Co-financing Remains the Model for the Next Phase
Toni Gogu, Minister of Justice, stated at a coordination roundtable with justice system partners that the current phase of justice reform should focus on concrete results for citizens, identifying access to justice, increased system efficiency, and human rights protection as key priorities.
According to him, state budget support for the court system has risen from 66 million euros in 2020 to 135.6 million euros in 2026, a more than 105% increase in six years. During this time, 709 new employment positions were added to the system. He emphasized that international partners’ contribution for the 2025-2027 period totals 43.8 million euros, supplementing Albanian government investments.
The Minister lauded the Albanian government’s co-financing strategy with international partners, highlighting investments in court and prosecution case management systems.
In his remarks, Minister Gogu underlined that the primary objective is to increase access to justice by increasing free legal assistance and expanding services to rural areas. He also emphasized the significance of creating reintegration methods for minors in confrontation with the law and boosting the use of mediation.
Another objective is to improve system efficiency through digital transformation, in which 20.2 million euros have been invested. According to the Minister, eliminating backlogs, filling vacancies, and strengthening infrastructure are all critical components of improving services for citizens.
Minister Gogu also emphasized the necessity for more investment in human rights, calling it as one of the least financially supported sectors, despite its direct impact on ensuring human dignity in the legal system.
