Ministers Lamallari and Koçiu Emphasize Cybersecurity and Terrorism in the New Criminal Code
Today, Minister of Justice Besfort Lamallari and Minister of the Interior Albana Koçiu chaired a consultative roundtable with justice and security institutions to strengthen the legal framework against cybercrime, terrorism, and offenses that threaten the constitutional order. This roundtable is part of the drafting process for the new Criminal Code.
Minister Lamallari urged the institutions to provide specific recommendations to be included in the draft, emphasizing that the goal is to create a modern Criminal Code that will provide greater safety for citizens. He added that the process would be inclusive and transparent and that the technical working group would review the collected contributions during the second phase.
“We want the final product to be a synthesis of all the expressed viewpoints based on logic, experience, and substantive recommendations. After gathering input through these roundtables, the working group will produce a consolidated document based on these contributions. Then, there will be a second round of meetings with institutions that submitted written recommendations requiring comparison and clarification,” said Lamallari.
Minister Koçiu stated that the amendments to the Criminal Code should provide genuine protection in schools, on the streets, and online. She emphasized the need to strengthen mechanisms against online fraud, bullying, terrorism, and money laundering, as well as to increase the capacity to confiscate criminal assets. She said that concerns related to physical and digital security require strong, long-term responses that the new Criminal Code must address comprehensively.
Representatives from the Ministry of Europe and Foreign Affairs, the General Staff of the Armed Forces, the State Police, the State Intelligence Service, the National Cybersecurity Authority, the National Authority for Classified Information Security, the Commissioner for the Right to Information and Data Protection, and the Consultative Council of Central Government with Local Self-Government attended the meeting.
