Today, the ongoing property and territory reform includes a new set of legal interventions, including new administrative and criminal procedures. The package was delivered during a lengthy meeting with officials from institutions and interest groups. Attendees included Prime Minister Rama, Minister of Justice Ulsi Manja, and the leaders of the National Territorial Planning Agency and the National Territorial Development Agency.
The package aims to stop illegal construction by strengthening legal mechanisms during construction implementation. It also aims to free and return public spaces to the community for balanced urban development.
Prime Minister Rama praised the package as an opportunity to create new instruments to protect the territory. These instruments are the natural continuation of the battle to liberate public spaces from illegal constructions. “This new step on our long journey to establish the rule of law and liberate public spaces will not end until the phenomenon of illegal construction is eradicated.” The Prime Minister emphasized that there can be no Albania 2030 in the EU with illegal constructions.
