New Public Spaces Regulation Approved to Standardize Management Nationwide
The Council of Ministers approved a new regulation on the use of public spaces. This act aims to unify practices at the national level and improve management across the territory.
Minister of State for Local Government Ervin Demo announced that the regulation establishes clear rules for using public spaces, ensuring a balance between developing commercial activities and citizens’ right to use the spaces.
According to Demo, the act introduces a full unification of rules across the country for the first time, while municipalities will retain the flexibility to adapt implementation based on local specifics through municipal council decisions.
Following an extensive consultation process with local self-government units, the regulation was drafted to address issues related to the occupation of public spaces by establishing the same standards for all municipalities. The minister emphasized that citizens will be prioritized, and businesses will only be permitted to operate if they meet the criteria and guarantee safety conditions and the protection of community assets.
The process aims to enhance urban aesthetics and improve quality of life in cities by establishing guidelines for the furnishing and use of public spaces.
In the same media statement, Minister Demo provided updates on the progress of the “Mountain Package” initiative. He noted that four new municipalities, Kuçovë, Sarandë, Gramsh, and Tropojë have approved priority development areas. The number of applications nationwide has also exceeded 500. More municipalities are expected to be included in the definition of priority areas for local economic development.
