New Housing Package to Support 7,000 Families and Couples Through Subsidized Loans and Rent Assistance

The new housing package would provide subsidized loans and rent assistance to 7,000 families and couples, extending housing support beyond vulnerable populations to include professionals and young people.
Economy and Innovation Minister After the Council of Ministers meeting, Delina Ibrahimaj stated that a new legal framework is being prepared with the intention of bringing about a more comprehensive reform of the nation’s housing laws.
The minister claims that the initiative will provide 3,000 families and couples with a 50% rent subsidy in addition to 4,000 subsidized loans for young couples, including 2,000 at 0% interest and 2,000 at a 3% interest rate. The rent subsidy program will help underprivileged populations as well as young families and professionals, including those who decide to live in their hometowns after finishing their education.
The National Housing Fund, a new mechanism that will incorporate money from the 3% contribution made by developers and builders, state budget monies set aside for housing, and funding from foreign financial institutions, will be used to overcome the gap in interest rates.
The “30-40-30” paradigm for residential block building is another goal of the reform. According to this strategy, 30% of housing units will be sold on the open market, 40% will be used for affordable housing for middle-class families and people, and 30% will be set aside for social housing and disadvantaged groups.
Support for vulnerable populations will continue, Minister Ibrahimaj emphasized. Approximately 31,000 families have benefited from assistance programs, such as rent subsidies, subsidized loans, and interventions to improve housing conditions, since the housing law was passed in 2018.
The initiative to improve living circumstances will assist 678 families in 26 municipalities, and 300 zero-interest loans have been made accessible to public administration workers just this year.
