New Bill on Hydrocarbon Reserves and Measures to Accelerate Reconstruction in Tirana

Following the Council of Ministers meeting, Minister of Infrastructure and Energy Enea Karakaçi declared that the government had approved a bill on the security reserve of hydrocarbons, which calls for the transfer of management and storage responsibilities from private operators to a state agency.
The minister claims that the bill calls for the creation of the National Hydrocarbon Safety Authority, which will be in charge of establishing, preserving, and overseeing the security reserve. The reserve will be utilized when there are supply disruptions, product shortages, or market disruptions for hydrocarbons. In order to maintain the items’ quality, the authority will also supervise their periodic rotation.
The bill will be presented to Parliament for consideration because it complies with the applicable EU directive.
Additionally, Minister Karakaçi declared that modifications to the Tirana reconstruction plan had been accepted by the government. To expedite the process, the rehabilitation zone in the “5 Maji” area will be shrunk, and the Albanian Development Fund will be designated as the implementing agency.
In the upcoming weeks, similar modifications for other Tirana reconstruction locations are anticipated to be submitted to the government for approval.
