New Electricity Price Application Begins

The new electricity rate application for residential subscribers began in February with two categories: 8.5 ALL per kilowatt for subscribers using up to 700 kilowatt-hours and 9.5 ALL per kilowatt for those using more.

The electric meter reader is a critical part of this process. As a result, OSHEE has implemented several procedures to ensure that each subscriber receives an accurate and timely bill.
Belinda Balluku, Deputy Prime Minister and Minister of Infrastructure and Energy, with Enea Karakaçi, Administrator of OSHEE, and Blendian Dalipi, Administrator of the Distribution System Operator (OSSH), inspected some of the work done by energy meter readers to ensure fair billing for citizens.
“This is an extremely important process. We have issued a special order that outlines all aspects of the reading process, including specific dates when readings will begin, penalties, and how we will handle cases where consumption exceeds 700 kilowatt-hours. We have required that any consumption over 700 kilowatt-hours be accompanied by a transparent photo so that we can be more accessible to customers in case of complaints,” Karakaçi added.
To prevent misuse, the reader will transmit their location along with the meter photo. “We have implemented filters for billing readings starting this month, which means that if the photo of the meter reading is unclear to the system operators, the reading will not be accepted for billing, and the reader will be asked to come back and verify. In order to verify that the meter reading matches the system reading, the photo and geolocation provided to the system must be completely secure, Dalipi explained.
Deputy Prime Minister Balluku noted that all steps have been taken to ensure a fair process. The entire meter reading process must be completed within eight days, taking into account each subscriber’s 30-day calendar period.
“This is the first month we’ve implemented the price, but the entire process is intended to be transparent from start to finish. According to an order from the company’s general administrator, OSHEE, the reading must be completed within 8 days, with subsequent readings every 30 days. As a result, the 30-day period will not be exceeded, making the reading method and its accuracy irrefutable,” Balluku said.
According to Balluku, the more than 10.5 percent reduction in electricity prices will help about 1 million household subscribers across the country, highlighting the importance of energy conservation in this process.
“We decided to apply a lower price based on consumption categories, 8.5 lek for consumption from 0 to 700 kilowatt-hours, because we want to raise awareness among the population, especially the over 1 million subscribers who benefit from this package, that energy is a valuable commodity that must be conserved. Of course, it is necessary to use it in everyday life, but saving it is even more important given the conditions we face, such as hydroelectric power plants and dependence on the weather,” said the Minister of Infrastructure and Energy.
Statewide, OSHEE employs 870 energy meter readers. In January of this year, OSHEE advertised 120 vacancies for this position with a deadline of February 5. The company received a total of 532 applications.
